In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.

Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.

The initial validation type checks that your RTO's assessments align with the training package requirements.

The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.

As discussed earlier and in our prior blogs, validation involves two parts: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, often referred to as pre-assessment validation or verification, deals with ensuring all unit requirements are addressed as per the first part of the clause, ensuring complete workbook compliance.

In contrast, post-assessment validation focuses on the implementation, requiring Registered Training Organisations to conduct assessments according to the Principles of Assessment and Rules of Evidence.

This discussion will center around assessment tool validation.

Procedure for Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

Optimal Timing for Assessment Tool Validation

Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:

- you update resources
- you add new training products on scope
- course gets reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Should Be Validated?

Bear in mind, this validation is meant to ensure all learning resources are compliant before use. All RTOs are required to validate all unit resources.

Learning Resources

Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – the first document to review. It indicates which assessment items meet unit requirements, aiding in faster validation.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – may consist of checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they suit the assessment task and address unit requirements.

Validation Team

Clause 1.11 sets out the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs generally require all trainers and assessors to be involved, sometimes including industry experts.

Your validation panel must, as a group, possess:

Relevant vocational competencies and industry skills for the unit being validated

Up-to-date knowledge and skills related to vocational teaching and learning

One of these training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

While ASQA does not have a recommended or required template for assessment tool validation, many templates are available online. These tools generally require validators to review the tools as a whole to see if they meet the principles of assessment.

Though these templates make validation easier, they can lead to judgment errors because they provide little room for comments on each assessment item.

A more detailed template is highly recommended for inspecting each unit requirement and the assessment items that align with them. Below is an example:

Fairness – Are equal opportunity and access ensured for everyone in the assessment process?

Flexibility – Are various options provided in the assessment to demonstrate competence based on different needs and preferences?

Validity – Does the assessment evaluate what it is meant to evaluate? Is it a valid tool for measuring the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Evidence Rules

Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work belongs to the candidate?

Currency – Are the assessment tools updated to reflect current units of competency and industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:

Act on Your Words

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:

diapering

prepare bottles, feed babies from bottles, and clean equipment

prepare solid food and feed babies

respond suitably to infant signs and cues

settle babies for sleep and prepare them

monitor and support age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 read more baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

All Requirements or Not Competent

Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:
What kind of information can be included in a work package?

Possible answers may include:

Needed resources

Relevant expenses

Duration of activities

Assigned functions and responsibilities

When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.

Answers may include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, personal protective equipment

Work area and ground conditions – eliminating hazards, isolating, engineering

People – isolating, engineering, administration

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolation, engineering controls, administrative controls

Equipment or machinery – isolation, engineering controls, administration

Steering clear of double-barrelled questions makes it simpler for students to respond and for assessors to judge competence accurately.

Considering these requirements, you might wonder, “Don’t learning resource developers have audit guarantees?” But these guarantees mean you have to wait for an audit to rectify noncompliance. This impacts your compliance history, so it’s wiser to take a safe and compliant approach.
